Stuart Simmons

Overview

Stuart Simmons is the Founder and Managing Director of Operational Edge, a Canadian-owned consultancy supporting organizations operating in complex, remote and high-consequence environments.

Through Operational Edge, Stuart brings his experience together to help organizations improve readiness, leadership, clinical systems, training and operational performance. His approach is practical and field-informed: understand the operational problem, build a workable system, and give decision-makers the information they need before they have to ask for it.

Military service

Stuart served for 24 years in the British Army, beginning his career as a medic and progressing to the rank of Warrant Officer. During his service he gained operational experience in Afghanistan, Iraq, Kosovo, Northern Ireland and Africa.

He went on to hold senior leadership positions within Defence Medical Services and at the British Army Training Unit Suffield in Alberta, with responsibilities spanning medical readiness, operational planning, workforce leadership, governance and business continuity.

Major-incident command

Stuart's major-incident experience includes responding to suspected chemical agents, chemical-weapons hazards and suspicious-powder incidents, as well as managing a mass-casualty scenario in Afghanistan.

He qualified at Operational (Bronze) and Tactical (Silver) command levels under the United Kingdom's Joint Emergency Services Interoperability Principles — JESIP — framework. Since moving to Canada he has applied those command and decision-making principles across healthcare emergencies, search and rescue operations and multi-agency incidents.

He also played a leadership role in the COVID-19 response at CFB Suffield, helping establish a testing capability and strengthen medical governance during a rapidly evolving public-health emergency.

Paramedicine & clinical leadership

As a paramedic and healthcare leader, Stuart holds a degree in Paramedic Science and a Level 7 qualification in Strategic Management and Leadership. He currently works as a Paramedic Practice Consultant with the Government of Nunavut, supporting the development of paramedicine across one of the most geographically challenging healthcare systems in Canada.

His work in Nunavut includes clinical governance, workforce development, community paramedicine, remote and virtual care, quality improvement, medical-control protocols, clinical education, medevac readiness and prolonged-care planning. He has played a central role in developing and implementing Nunavut-specific Medical Control Protocols, and in strengthening the systems that support paramedics practising in isolated, resource-limited communities.

Search and rescue

Stuart is an experienced Search Manager and has served in senior leadership, governance and training roles with Southeastern Alberta Search and Rescue. He has managed and supported complex, multi-day missing-person searches involving large numbers of searchers, multiple agencies and challenging terrain.

His SAR experience includes operational command, search planning, resource coordination, accountability, interagency liaison, training, GIS and mapping, communications and searcher safety. He has worked closely with the RCMP, SAR Alberta and search and rescue organizations across Alberta and neighbouring jurisdictions.

He is also committed to developing the next generation of SAR leaders through Search Basics, UTV, team-lead, instructor and search-management training.
